Alcides Vargas Echegaray was born in Cusco, Peru in 1946 and graduated from medical school in Rosario, Argentina in 1975. His professional and human values merited him relevant recognitions such as UNHCR Mention by the United Nations High Commissioner for Human Rights, and the Peruvian Congress Award. President of the Board of the Beneficence of Cusco for 4 years, Dr. Vargas is also an Illustrious Citizen of Cusco and Diploma of the Mayor´s Office of Cusco. He won the Mario Vargas Llosa "La Ciudad y los Perros" prize in 2006 for his novel "Tierra prometida" and the Regional de Cultura prize in 2004 for his novel "Lazos de sangre".
